Promote the protection of civilians in conflict-affected countries

After a period of relative decline, the prevalence and intensity of armed conflict in the world is on the rise again. In armed conflicts, civilians are always the most vulnerable. The responsibility for protecting civilians in conflicts often falls with the local and global civil society. It is therefore important to support civil society with knowledge and reliable tools and methods for evaluating governments’ policies and practices so that they can raise the interests and needs of civilians and hold armed actors accountable.

In this project, the Swedish Postcode Foundation, together with the Center for Civilians in Conflict, wants to develop two tools for strengthening the capacity and efficiency of civil society organizations to influence governments and armed forces to prioritize the interests of civilians.

The Postal Code Foundation supports the project with SEK 2,991,000.


What the program delivers

The project consists of three phases: In the first phase, a framework for evaluation and a resource guide for advocacy work will be developed. In phase two of the project, the organization will test the usability of the framework and resource guide in two pilot projects, one in Ukraine and one in Niger. In the last phase of the project, two roundtable discussions will be held with, among others, representatives from the UN and the EU, where the framework will be presented and discussed.

This project contributes to fulfilling the Foundation’s statutes to provide support to children and adults in vulnerable situations or disasters.
